What I found very interesting is the Labor Departments statistics of unemployment. I looked at the years 1960 thru 2004 which in fact shows the lag effect you speak of. The statistics revealed an almost perfect two year lag in policy taking/making real affect and change. This lag was always accompanied with a change of administrations. The direction of change undeniably lockstep with the political party, but I'll leave that to others to do the homework themselves if they can turn off the tube for even a moment.
