Refer to the latin gradation of the world bene (good). In Latin, gradation is bene - melior - optime. In the English gradation is good - better - the best. If something is referred to be optimal the meaning is simply to be the best. Best and optimal are both the highest level of gradation of the word good/bene. From a linguistic point of view, the title of the article is senseless.
