This is a good initiative - but makes a lot of incorrect assumptions - I spent 4 years on the investment committee of a $15 billion public pension - we were not allowed to select investments - political bosses told staff, and staff presented us with one choice take it or leave it. As a Trustee I was not even allowed to see the contracts of the private equity and hedge fund managers selected for me.
