In Peru...there was a Peruvian Madoff(1994)-Manrique and his infamous CLAE..with double digits returns(50%) yearly...people loved him because he was making them extremely well-off vis a vis the banks...then CLAE imploded..it popped, the investors lost their money ,,so sad.
