Fees are necessary. They are necessary for instance the management of accounts. Thus what is needed is pedagogy in explaining the necessity of fees.
Having said that it is ridiculous when bank account becomes a luxury good. The example of India reminds me that of Halifax (the bank) in London where one can open an account with a debit card that does not requires fees, the advisers expalain pedagogically everything, so even a poor person has access to a bank.
