The best detailed description is a book by Thomas Mayer and Roman Huber in German: "Vollgeld. Das Geldsystem der Zukunft. Unser Weg aus der Finanzkrise"

In English: there are two publications from Positive Money in the UK which describe a Sovereign Money system and how it could be introduced. These are: "Creating a Sovereign Money System" and "Modernising Money". They can be downloaded from www.positivemoney.org. Whilst these publications describe how a Sovereign Money system might function in the UK, and there are minor differences to the Sovereign Money system envisaged in Switzerland. To see how balance sheets might look under the Swiss system, see "How can Sovereign Money be brought into circulation? Accounting options for a central Bank" by Thomas Mayer, which can be downloaded from the website www.sovereignmoney.eu. This website also has detailed technical papers highlighting the differences between the Chicago Plan and Sovereign Money.
