Another possibility is to use existing funding to invest in something that pays more in local dividends, like a Public Bank. This would not only provide a steadier return - at the positive return of the Bank of North Dakota for over 10 years, including the crisis 2008-2009 years, proves, but it would provide jobs and growth opportunities for the state too.
