The premise of the article is just obviously wrong. Complexity (which the article does even define) is not like energy. Whereas it may be difficult to reduce complexity, it is very easy to create complexity out of nothing (as any bureaucracy can easily do). But it is impossible to create energy out of nothing. Moreover, complexity, with the proper legal arrangements, can be reduced.
