I don't agree, value doesn't mean "companies with good fundamentals". In the literature, the value factor (HML) is defined as long stocks with the highest book-to-market, short stocks with the lowest book-to-market. Nothing about "good" or "bad", which are subjective judgements. Even a declining business can be a terrific investment.
