The goal of pension funds is to optimize long-term real return on invested assets while controlling for investment risk. This Research Foundation monograph argues that when governments arbitrarily place limits on asset holdings by type of asset, country, or currency distribution, the result is unnecessary risk that runs contrary to the principle of prudent practice.
