After 70 Years of Fruitful Research, Why Is There Still a Retirement Crisis?

Surveying the contents of this special retrospective issue on retirement, the author finds that we have both the intellectual tools to avoid a retirement crisis and many of the needed institutional arrangements. In a free society, different people will want, and should have access to, different retirement solutions or combinations of solutions. Retirees should seek to build income guarantees by choosing the particular pension plan (defined benefit, defined contribution, both, or a single plan with blended characteristics) that meets their needs.
